By shooting at 1/2000 he is able to stop all of the fans, the umpire and Palmerio as they show their reactions to his home run.

This small aperture lets the fans still be clear and you can still see the looks on their faces.
I think that the photographer is standing off to the side of first base so that Palmerio is running towards him when leaving home plate.
